Alternatives to the Motor Fuel Tax Phase I: Identification of Economic/Institutional & Technology Issues

ABSTRACT: Fuel tax revenue is declining with fuel efficient/alternative fuel vehicles. Other road finance measures are under consideration, including a fee based on vehicle miles traveled. This phase of the project has three goals: (1) Validate alternative financing mechanisms, (2) Evaluate technologies for assessing alternative fees, and (3) Consider transition issues to a new system. An additional consideration is to minimize equity concerns.
