A Comprehensive Assessment of Electronic Communications from Oregon Courts to the DMV

ABSTRACT: This study conducted an assessment of and provided solution options for the electronic transmission of driver convictions, license suspensions, court clearances and vacate data from Oregon courts to the Oregon DMV. Presently, nearly all transactions from the courts to the DMV are conducted on paper. The court structure in Oregon that adjudicates traffic citations includes state-level circuit courts as well as municipal and justice courts. This research documented current business processes and workflows used to exchange driver information for both the DMV and Oregon courts through interviews and a detailed survey of municipal and circuit courts. The feasibility study identified risks and limitations associated with the current processes, assessed the current information technology capabilities and infrastructure of Oregon courts and DMV, and estimated high-level benefits of modifying the system. The research revealed a strong level of interest among all parties and identified the primary impediment as a number of competing priorities ahead of the integration of traffic records with the courts.
