ABSTRACT: The major thrust of this project is to discover what information can be gleaned from direct implementation studies which have collected empirical data on the experience following implementation. In particular, to discover what behavioral elements have been collected and to gain information on which behavioral responses to include in future modeling and forecasting for such facilities. A second objective would be to catalog and evaluate methods used in forecasting both use and revenue for implemented projects.
